SONCAP Certification for Truck Imports: What SON Actually Requires

Guide

SONCAP explained for truck buyers: Product Certificate versus SONCAP Certificate, the accredited bodies, costs, and the mistakes that delay Form M.

SONCAP — the Standards Organisation of Nigeria Conformity Assessment Programme — is the conformity gate your truck passes before it can be imported. Practically, it is two certificates issued at two different moments.

Two certificates, two moments

Product Certificate (PC) — obtained before Form M. It evidences that the product meets the applicable Nigerian industrial standard, based on documentation and testing/inspection by a SON-accredited body.

SONCAP Certificate (SC) — obtained per shipment, after the goods are ready and before the bill of lading is released. The SC is what finally clears the goods through customs.

Who issues them

Only SON-accredited inspection bodies can issue PC/SC — among them Intertek, SGS, Bureau Veritas, Cotecna and TÜV. You (or your agent) appoint the body; the manufacturer cooperates by providing documents and access for inspection.

What the factory provides

  • Commercial invoice and packing list with consistent descriptions
  • Product/technical documentation for the vehicle and body
  • Access for physical inspection or testing where the route requires it
  • Chassis and qualification certificates

Ask your supplier for this list early. A manufacturer that hesitates at the SONCAP support file is a red flag.

What it costs

Fees are set by the inspection body and scale with consignment value — typically a few hundred to a couple of thousand dollars for a truck shipment. Budget it into the landed cost, not as a surprise.

Mistakes that cost weeks

  • Description mismatches between PI, Product Certificate and Form M — PAAR queries and re-submissions follow
  • Starting the PC process after production, instead of in parallel
  • Using an unaccredited 'consultant' — SON only recognizes accredited bodies
  • Assuming a used-truck route: standards treatment differs for used vehicles

Practical sequence

1) Appoint an accredited body when you sign the PI. 2) Submit the factory's document pack. 3) Track PC issuance alongside production. 4) Book the SC inspection for when the truck is ready. Done in parallel, SONCAP adds days — not months — to your timeline.

Regulatory figures and duty rates change. Always confirm current requirements with the Standards Organisation of Nigeria (SON), the Central Bank of Nigeria (CBN), Nigerian Customs Service and your licensed clearing agent before you ship.
